Under the strong leadership of the Party Committee of the Group, Ha Transformer Company has thoroughly studied and implemented the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, steadfastly adhering to the working principle of “integrating Party building into core business operations and leveraging robust Party building to drive development.” The company continues to cultivate the distinctive Party-building brand of “Party Leadership as a Navigator, Craftsmanship in Intelligent Manufacturing,” fully leveraging the Party Committee’s role in “setting the direction, overseeing the big picture, and ensuring effective implementation” to harness Party building as a powerful driving force for corporate development. In recent years, aligned with the Group’s strategic plans, the company has systematically carried out “four major initiatives” to continuously strengthen the foundations of Party building, consolidate synergies for development, and establish a solid political safeguard for the enterprise’s high-quality growth.

I. Implement the “Consolidation of Hearts and Minds” Initiative to Solidify the Ideological Foundation and Build Consensus on Development

The Party Committee of the company has consistently placed political development at the forefront, rigorously implementing the “First Agenda Item” system for Party Committee meetings. In 2025, it organized 18 sessions of study on the First Agenda Item, ensuring that the decisions and arrangements of the CPC Central Committee are effectively implemented and take root within the enterprise. The company also upholds regular study sessions for the theoretical study center group, conducting 11 such sessions and 8 thematic seminars throughout the year, thereby enabling members of the leading team to translate their theoretical learning into concrete ideas and measures for overcoming operational challenges. Furthermore, the “Party Lessons Delivered by Branch Secretaries” initiative has been deepened, with the Party Secretary and branch secretaries taking the lead in delivering six party lessons, reaching a total of 322 party members. In alignment with the company’s goal of achieving “double billion in revenue and output value,” the company organized a large-scale ideological discussion campaign titled “Unite Our Strengths and Forge Ahead Together; Focus on Implementation and Strive for Excellence,” during which work strategies were refined and specific action plans were put in place. In conjunction with the “Critical Task of the 500-kV Transformer Project,” another focused ideological discussion was conducted, a detailed implementation plan was issued, and a launch rally was held to guide all employees in enhancing their ideological awareness, gaining a profound understanding of the strategic significance of the 500-kV project for the company’s development, stimulating their enthusiasm for innovation and value creation in their respective roles, and pooling the collective wisdom and strength of the entire workforce—thereby providing a solid guarantee for the successful completion of the project.

II. Implement the “Strengthening the Foundation Project” to build robust organizational strongholds and enhance combat effectiveness.
Taking the standardization and regularization of Party branch construction as the key leverage, we have rigorously implemented systems such as the “Three Meetings and One Lesson,” convening 24 branch member meetings and 46 branch committee meetings throughout the year, delivering 16 Party lectures, and organizing 12 themed Party Day activities. We have innovated the format of themed Party Days by conducting activities such as revisiting the Party membership oath, celebrating political birthdays, and visiting the Northeast Martyrs’ Memorial Hall, thereby enhancing the appeal and impact of organizational life. In addition, we have conducted two rounds of professional training for Party branch secretaries and committee members, reaching more than 30 Party affairs workers and Party members in total. We have deepened the “Branch Project Initiation, Party Member Problem-Solving” initiative, organizing activities such as establishing “Party Member Vanguard Posts” and deploying “Party Member Commando Teams” to provide frontline services. In 2025, we completed more than 10 technological problem-solving projects; among them, the R&D project on the series-connected reactor structure led by the Technical Party Branch was designated as a key project by the Group and officially flagged, with over 30 service missions delivered to the production front line. More than 60 Party members proactively tackled tough challenges, ensuring the successful completion of the enterprise’s production and business operations.

III. Implement the “Integration Initiative,” Focus on Core Responsibilities and Primary Business, and Unleash Growth Momentum
The company’s Party Committee adheres to the principle of “integrated planning, coordinated advancement, and unified assessment of Party building and business operations,” thereby deeply embedding Party-building efforts into core functions such as marketing, R&D, and manufacturing, and fostering a mutually reinforcing, win-win dynamic in which strong Party leadership drives robust business performance. In terms of integrating Party building with marketing, the Sales Department’s Party branch has established a “Party Member Marketing Vanguard Team” to consolidate traditional key markets while expanding into the Northwest China new-energy market; in 2025, the team secured orders totaling over RMB 1.2 billion, surpassing the sales target. Furthermore, the company achieved a breakthrough in the 500-kV product segment by winning a major contract for a Russian project and onboarding several new customers to broaden its sales channels. With regard to R&D, the Technical Party branch has formed a “Party Member Technical Breakthrough Team,” which has initiated 14 innovative product-structure projects and launched an additional 15 R&D innovation initiatives, filed two applications for invention patents and five for utility-model patents, and deepened collaboration between the company and academic institutions to enhance its international competitiveness. In manufacturing, the Production Party branch has launched a “Strive for Excellence” campaign centered on the goal of achieving RMB 1 billion in output value, with Party members taking the lead in tackling production challenges and playing a pivotal role in boosting capacity, optimizing processes, and strengthening quality control. For particularly difficult processes such as welding, winding, and final assembly, Party-member leaders have rallied workers to work overtime and accelerate progress, fully leveraging the Party organization’s role as a stronghold of combat effectiveness and the exemplary, pioneering role of Party members, thus laying a solid foundation for the comprehensive fulfillment of the company’s production targets.

IV. Implement the “Clean Breeze Initiative,” strictly adhere to disciplinary red lines, and foster a clean and upright atmosphere.
We have rigorously implemented the “two responsibilities” for building a sound work style and clean government. At the beginning of the year, we convened a special work conference, during which the Party Secretary signed the Accountability Agreement on Work Style and Clean Government with the secretaries of the Party branches, thereby incorporating clean-government responsibilities into branch performance assessments and linking them to individual performance incentives. Throughout the year, we held two special Party Committee meetings on work style and clean government, at which we deliberated and deployed measures such as risk prevention and control and cautionary education. Focusing on key positions in sales, procurement, finance, and other critical areas, we organized more than 20 personnel in these pivotal roles to visit the Harbin Municipal Base for Integrity Education, view cautionary educational films, and attend a lecture on clean governance delivered by the Party Secretary. Adhering to the principle of addressing problems early and at their nascent stage, we conducted 41 rounds of heart-to-heart talks throughout the year and issued 12 integrity reminders at key junctures. We also strictly enforced the collective decision-making system for “three major matters and one significant issue,” ensuring that all major corporate decisions are collectively deliberated and decided by the Party Committee, thus guaranteeing the standardized exercise of power.
